The Agricultural and Processed Food Products Export Development Authority (APEDA) is a statutory body under the Government of India responsible for regulating and promoting the export of agricultural products from India. Exporters of agricultural commodities, including basmati rice, are required to obtain an APEDA Registration Cum Allocation Certificate (RCAC) as per foreign trade agreement guidelines.
Both merchant exporters and manufacturer exporters must obtain the Registration-Cum-Membership Certificate (RCMC) from APEDA for every export transaction. This certificate serves as documentary proof of registration with the relevant Export Promotion Council.
The registration ensures that all export activities are recorded and monitored under statutory regulations.
APEDA registration facilitates compliance with quality standards, regulatory guidelines, and access to various government schemes, financial assistance, and trade promotion activities.
The RCMC must be presented to customs authorities at the time of shipment to authenticate export transactions.
Failure to obtain a valid APEDA Registration and RCMC can lead to penalties, legal consequences, and potential shipment delays or export bans.
Entities eligible to register with APEDA include individuals, partnership firms, private limited companies, public limited companies, cooperative societies, and other organizations involved in exporting scheduled agricultural and processed food products.
The registration process involves:
Applying online on the official APEDA portal
Submitting relevant documents such as IEC, bank certificate, proof of business address, and certifications
Paying a registration fee (typically Rs. 5,000 excluding taxes)
Receiving the RCMC certificate valid for five years

The Registration cum Allocation Certificate (RCAC) is issued by the Agricultural and Processed Food Products Export Development Authority (APEDA) of India to verified member exporters and merchants. This certificate is mandatory for exporters involved in agricultural products listed under Schedule 1 and Schedule 2 of APEDA, including commodities such as basmati rice.
Once the APEDA RCAC is allocated, exporters must complete their export shipments within 45 days of receiving the certificate. This rule ensures that exports proceed promptly, minimizing supply chain delays and optimizing market responsiveness.
The RCAC is exclusively issued to member exporters or registered merchant exporters of APEDA who have met all statutory requirements. It is advised that exporters apply for the RCAC only when they are fully prepared to comply with regulatory standards and guarantee timely product delivery.
The RCAC serves as proof of membership with APEDA, which is a prerequisite for undertaking any export transaction for scheduled agricultural and processed food products.
The APEDA registration and RCAC system ensures monitoring and proper recording of exports, maintaining regulatory control and quality standards.
Failure to obtain a valid RCAC can lead to penalties, shipment delays, and legal repercussions.
Exporters should ensure that they have a valid Import Export Code (IEC) issued by the DGFT and meet all other eligibility criteria before applying for RCAC.

Applicants must ensure that all documents submitted with the APEDA-RCAC application form are clear, legible, and in good condition. The essential documents include:
Import Export Code (IEC) Certificate issued by the DGFT (Directorate General of Foreign Trade).
Signed Bank Certificate verifying the business’s bank account details.
Bank Account Statement for the last 2 months.
Cancelled Cheque copy for verification of bank details.
GST Registration Certificate to authenticate the business tax registration.
Duly Signed APEDA Registration Form with all mandatory fields completed accurately.

The process for obtaining APEDA RCAC certification can be broadly divided into four key steps:
Providing Details and Documentation:
Applicants must submit accurate basic details and necessary documents to initiate the APEDA RCAC registration process. Ensure all documents are clear and complete to avoid delays.
Filing the Application:
After document verification, applicants are required to file an online application through the official APEDA portal. This includes filling in the application form and uploading scanned copies of the required documents.
Submission of Fees:
The registration fee must be paid along with the application. The standard fee is Rs. 5,000 plus applicable taxes, though service charges may apply if using third-party assistance.
Issuance of Certificate:
Upon successful verification and approval by APEDA, the Registration Cum Allocation Certificate is issued to the exporter. Exporters must comply with the rule mandating shipment of products within 45 days of receiving the RCAC.
The total fee for APEDA Registration Cum Allocation Certificate (RCAC) is Rs. 5,900, inclusive of 18% GST, which is the government-mandated registration fee.
An additional professional fee of Rs. 2,500 is charged by service providers for assisting with the registration process.
Therefore, the comprehensive cost usually amounts to Rs. 8,400 (government fee plus professional fee).
Online payments can be made conveniently via credit/debit cards or net banking through the official APEDA portal.
Offline payments can be done using Demand Drafts (DD) in favor of “APEDA,” payable at designated APEDA office locations.
The Registration Cum Membership Certificate (RCMC) issued by APEDA is valid for 5 years from the date of issuance.
The certificate is auto-renewed every 5 years upon payment of the renewal fee.
No additional documentation or application is required at the time of renewal provided the fee is submitted on time.
